Shares of major American chip maker companies AMD and Nvidia have declined due to concerns about U.S. restrictions on exporting artificial intelligence chips to China.
Chinese officials strongly opposed the latest move by the Biden administration. The state media says, "actions from the United States deviated from the principle of fair competition and violated international economic and trade rules." In an official statement, Beijing said, "The U.S. side should immediately stop its wrongdoing, treat companies from all over the world including Chinese companies fairly, and do more things that are conducive to the stability of the world economy." The United States is tightening restrictions on access to chip-making equipment in China, highlighting the United States' efforts to curb China's economic ambitions. The United States has imposed a ban on most of its devices capable of making chips above 10 nanometers to Chinese market leader Semiconductor Manufacturing International Corp. The Commerce Department of the U.S. said that the Commerce Department is tightening its policies in the People's Republic of China. The comments on this current issue from these two major California-based chip maker companies are the first detailed confirmation on this issue. Their confirmation emphasizes that the Biden administration is stepping up its efforts to paralyze the Chinese economy. The U.S. is also pushing its partner countries, including Japan and Netherlands, to ban Nikon Corp. and ASML Holding NV from exporting to China. U.S. Commerce Secretary Gina Raimondo has strengthened the U.S. threats of punishing any country and any company which attempts to violate the tough import control imposed on Russia by the United States over the Russian invasion of Ukraine. In an interview with Reuters, she said, "If we find that they are selling chips to Russia, then we can essentially shut them down by denying them use of that software, and we're absolutely prepared to do that." She said that all Chinese semiconductor companies depend on U.S. software for making their chips, which makes them subject to control. She also said that if these companies sell these chips to Russia made with U.S. technology. In that case, the United States will impose a ban on Chinese exports, and it is a move that can essentially shut these Chinese semiconductor companies down.
